Map scale in web map vs web app

I have a web map that I've created using map services published through our local GIS group. When I create the web map I am able to zoom in on the aerial imagery that I have added. WEB Map link: http://bit.ly/10fIKVz

When I share this same map as an application using the Basic Viewer template I am unable to zoom in as closely on the imagery? Web App link: http://bit.ly/10fJ2vI What is controlling this? And is there a way to control this so that the scale at which you view the data in the web map is the same as within the application?

The application will ultimately be sitting on my web server. I created these two "troubleshooting" maps as examples.
