    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I had the default basemap set in my Organizations Default Basemap as the usgs topomap. That said it would only let me zoom in as far as the usgs topo would go. Once I changed it in my org setting to have bing as the defauly basemap everything worked.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I have bing as my basemap in this &lt;/SPAN&gt;&lt;A href="http://landtrust.maps.arcgis.com/home/webmap/viewer.html?webmap=15de704e16c440c1b85bbb5eadb1c7b6"&gt;map&lt;/A&gt;&lt;SPAN&gt;.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;But when I zoom in it only goes a few clicks..&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;But If I then go and change the basemap and select bing maps the map will then again let me zoom in further..&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
