Is there a way to take a map already created and ready to use in ArcGISOnline and do like a Save As on it to create a new ArcGIS Online map but maintain all the share settings

When you click on the Save option at the top of the web map, there is an option for Save As:

To add on, owners of original web maps can disable the option to save as in the item settings. If the options that Adrian described aren't available, ensure that you are signed in and have the privilege to create content. If you don't own the item, the owner may have disabled save as capabilities:
