Legend in AGOL map not changing for a Map Image service using Scale-based symbol classes

I've created a map image service using ArcGIS Pro that takes advantage of scale-based symbol classes. I'm mapping polygons that at a small scale the polygons are drawn with a fill and at a large scale their are drawn with just an outline and no fill.

In Pro the legend is updated based on the current scale level.

When this is published as a map service and then used in AGOL, the web map does not refresh the legend based on scale.

Is this a known bug?

Does anybody have a workaround?

i have the same problem at the moment with publishing to ArcGIS Enterprise.

Did you fix that error in the past?
