Doesn't seem right for there to be a limit at such a small number. I am running feature service access from ArcServer to an online feature service. One layer has roughly 2,500 features in it, and I need all of them to be able to be displayed, not 1000 with an error dialogue box saying the layer couldn't fully draw.
