Cannot delete Hosted Feature Class? (Shows unavailable when clicked.)

We are in the beginning stages of a citizen reporting app and I have seemingly locked a layer from being able to be deleted. It shows in "My Content" but does not allow me to delete it. When it is clicked on, it shows an error of it being unavailable/inaccessible. Can anyone help me figure this out as it is holding me up from being able to redo my Solution.

Hey Grant,

Can you clear your browser cache and see if you still receive the error? Can you post an image of the error if it is still failing to delete?

Hi Kelly, we did this not long after the error and have still had problems. I've been in contact with Anna to try and replicate the error, to no real avail. I did happen to do it once, but it was of course by mistake and can't concisely replicate the steps to show her.
