Hello

How can we change the default number format in "ArcGIS Online" and "Portal for ArcGIS"?
thousands separators --> space or ' (high comma)
decimal marker --> . (point)

And how we can change the default date format to country specific format?

We set the "culture" and "region" in the "ArcGIS Portal"-Settings and the region in AGOL without any changes?!?

There are a few ideas out there for this functionality and I would suggest adding your use case and up voting them:

ArcGIS.com Viewer should accept DD/MM/YYYY format

I did not see one for the ability to choose the decimal symbol/character so that would be a good one to add.
