    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I intend to create a website which consists of a base map and user management functions. Each user after sign in should be able to add/edit/remove/save some very limited dots and lines and without change the base map. I think the best approach is to let each user having their own layer. Would ArcGIS.com support this idea?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;ArcGIS.com doesn't really support the workflow you are trying to achieve. That being said, ArcGIS.com does support edting features in a Feature Service running on ArcGIS server. You could try to build something using multiple web maps (one for each user), but it probably wouldn't give you the tailored user experience you may need. You'll probably have to build your own custom application, perhaps using the JavaScript API.
