Why are Plan Routes tool output time fields populated with dates?

Hi,

When I run the Plan Routes tool in ArcGIS Online through an App, the output layer has four fields for starting and ending time. All four fields are populated with just the date. Does anyone know if there is a way for these fields to return time, like their field names imply?
