Configure Popup Tool Not Working

Attempting to configure pop-ups for a self hosted map service. I am able to initially configure the popup for one layer. Although I can Enable Popup for subsequent layers, the Configure Popup tool does not work for any subsequent layers. We are at 10.5.1

Problem is experienced in all browsers.

Hi, Kelly. Thanks for the reply. I was able to fix the problem by creating a new MXD and using simple layer rendering vs the existing rendering of the existing MXD.
