Citizen Problem Reporter - Modify default value for visible to public

Hello,

Regarding the Citizen Problem Reporter:

I would like to change the default value visible to public from "Yes" to "No" as I do not want to allow the public to see any other user requests until our staff can verify that the requests do not contain any inappropriate content. It is my understanding that we cannot change the default even when using the Update Definition operation as it fails with the Citizen Reporter Application.

Please allow us to modify the default value for the Citizen Problem Reporter.

We use a python script that runs every 2 minutes. If it finds any new reports where Emailstatus is Null (nothing has been done in our system, not even a response sent), then it sets the visibility (the publicview field) to 'No'. As soon as this is set to No, the script then sends a response to the point of contact and sets the Emailstatus to POCSent to indicate that something has been done
Then a department representatives set it back to visible (in Manager) once they have had a chance to review the report
