Allow Feature Services to Maintain Attribute Rules

Ran across an issue when a feature class with an attribute rule is uploaded to AGOL. We have a unique ID field that autogenerates values when a new feature is created. When the feature class is uploaded to AGOL the attribute rule is lost and values will not populate.

If I recall, attribute rules in AGOL is part of the long-range plan, it just hasn't been implemented yet.

@Allison_Hockey our account manager recommended we move to Enterprise if we want the capability. I'm sure it will eventually come to AGOL, but it seems like it won't be anytime soon.
