      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;This is along the same lines as one of &lt;A href="https://c.na9.visual.force.com/apex/ideaView?id=087E0000000CtR2IAK" target="_blank"&gt;my ideas&lt;/A&gt; - to make it more obvious in ArcGIS Online when layers aren't shown because of the scale. It's one of the many things that beginner users will miss, and make incorrect assumptions
