Group Owner in AGO can share content to 'everyone' if member shared to group a requests public approval

Allow a Group Owner to elevate the sharing level content for content they do not own if a group member has requested they share the content to 'everyone'

Scenario

Members in a 'Public Health' group currently have been assigned an 'Author' role which does not allow them to share content to 'Everyone'.

Members are allowed to share to the 'Public Health' group.

Allow 'Public Health' group owner to elevate sharing level from Group to Everyone if member requests it.

Currently the only way to do this is to give a Group Owner a modified Publisher Role that allows them to take ownership of the data, modify sharing and then move ownership back to the original owner. There should be an approval process workflow related to Group Owner.
