User Type Management Improvement

It would be immensely helpful to have a menu when changing user types where I can momentarily unassign a user type for two users then reassign them as needed before saving changes. I can't currently switch user types between two users in AGO because a user must always have user type assigned to them.

An example:

We have 5 GIS folks who share 3 professional plus and 2 professional user type licenses. In order to reassign user A from a professional to a professional plus, I need to first reassign user B to a creator or higher user type, then assign user A to the professional plus user type that user B had, and finally assign user B to the professional user type that user A just vacated. This means I need to carry 1 more user type license than I need so I have somewhere to temporarily assign the user whose user type is being changed.
