We have an "Almost good" solution and that is Forms, Forms is webmap/field maps specific. If forms could be set up in the "Data" Tab where you add/remove fields and create "Lists (Domains)". You can set up "rules" specific to fields so when a feature is created/edited the Form automatically applies.
