Default Search Inside/Outside Organization

When I want to search ALL of the ArcGIS Online universe across the entire earth from my organization's AGO landing page: https://[myOrganization].maps.arcgis.com/home/index.html the search results default to "Only search in [myOrganization".

As a GIS Manager, I need an Organizational Setting under Security, Sharing & Searching that changes searches from the organizational homepage to automatically default to show results outside of my organization.

I need this because non-GIS-trained organizational AGO users are confused when they search and don't instinctively know that they need to toggle that button to show results from other organizations. This is a friction point that makes people reluctant to bother with AGO when these little barriers pop up.
