Add more web map sharing options between group and public to make collaboration easier

Add more options for sharing view only maps with users who do not have an AGOL account. It is still difficult to share interactive web maps with a diverse group of partners without making them fully public. Even if a user has an AGOL account through their organization, they may not be allowed to join groups, leaving them no option to view secured content. Restrictions on "personal accounts" joining groups also contribute to this problem. Adding options to share a map as 'view only for users who have link' or similar would help meet this common need.
