Instead of having to copy a layer to change what information is in its pop ups as the users zoom in on a map, it would be great if the pop-up's information could be changed based on the map scale (sort of like how a layer's visibility can be changed at different scales).

This would be extremely useful! We can already set scale dependency for map styles and labels, seems like a natural progression to also be able to set it for pop-ups. We have lots of use cases where we show districts at small scales and then turn on parcels at large scales.

Instead of making users click through multiple pop-ups (which they never seem to know how to do), it'd be great to turn the pop-up up off for the district while keeping the layer visible for color coding and then rely on just the parcel pop-up to share the info about that address and what district it's in, either through it's own field or using Arcade and the Intersects() function.

This is such a good idea. It seems like a logical next step to to be able to specify scale dependency for popups. The workaround of duplicating the layer, setting scale dependency so that they switch visibility at a specific scale, with popups configured on the smaller scale layer works, but it's a bit clunky. It doesn't feel like adding scale dependency to popups would be such a difficult thing to implement.

This idea is very similar/identical: https://community.esri.com/t5/arcgis-online-ideas/add-scale-dependencies-to-web-map-popups/idc-p/1379584
