I am looking for a way to reorder on-screen widgets on the Configure App.

Jose,

There are only two ways to reorder them.

In the main config.json manually move them up or down in the onScreenWidgets array.
Delete them and re add them in the desired order in the Widgets UI.

FYI,

Just to update this thread, in the April 2018 update of Web AppBuilder in ArcGIS Online, you can re-order widgets added in the app UI by clicking and dragging to re-arrange their order.
