I'm also seeing this issue. Find candidates works great with intersections, but suggest returns nothing. All locators have suggest enabled. Neither single nor composite geocode services work. Source locators are in a folder. I believe the Arcserver is 10.4. Does anyone have any experience with this issue?

Suggest didn't work with intersections at the time of the original post but it is supported now for the Online Service (both links above work now). As for locators built with your own data, this functionality is still not available.

Theodore,

Suggestions for intersections is supported for locators created with your own data if the locator is built using the Create Locator tool in ArcGIS Pro.
