Restrict/Constrain attribute values in hosted feature layer

We are working on a Portal for ArcGIS (10.9.1) solution that will allow users to create point features and enter attributes for a hosted feature layer we've created. The technical issue we're experiencing is trying to restrict the values a user can enter for certain attributes based on the values of other attributes in the layer.

-Simple example: FIELD-B must not exceed FIELD-A.

-Complicated example FIELD-C must be compared to logic (ARCADE) and if it's acceptable, then allow save…if not then fail.

We tried to get Smart Editor to handle this requirement but were unsuccessful in implementing any kind of validation out of the box. We are scheduled to upgrade Portal to 11.3, which at that point, may offer this ability. But in the meantime, we are searching for a temporary solution.
