Need a Stable ArcGIS Version

We're looking for a version of ArcGIS because we didn't find the following features and challenges in a single version. That's why using different versions:

Version : https://js.arcgis.com/4.7/ Features: Svg Marker display(Picture-Marker), Marker hover and Click events(Using HitTest), Point , featureLayer, popupTemplate.

Version : https://js.arcgis.com/4.23/ Features: FeatureReduction to implement clustering. Pendings items/Challenges in clustering : 1)showing svg images with count, instead of default bubbles with color differentiation based on conditions. 2)Showing two different parameter values on marker with clustering(Alarm Details).
