ArcGIS Online REST User not allowed for this account

Our product has been using the ArcGIS Online REST interface successfully for a few years now. One of the requests we make is:

https://site_id.maps.arcgis.com/sharing/rest/community/groups?f=json&q=title%3A%22requiredgroupid%22&token=tokenvalue

On our company website this works fine with an administrative user as expected. I am now trying this on a customer site and I am getting: "User not allowed for this account"

The user is an administrator.

Can someone please advise what this error means and its cause and how I need to change my request to work?

Do I need to check for this error and make a different request if it occurs?

Will this error occur for all requests with this user's token on the site?
