Panel button does not handle click event

I tried to create a responsive gui in a notebook using panel, but panel buttons do not seem to receive click events.
Here is a demo of that issue:

The debugger does not give me a clue.
Is there a way to resolve this ?

Okido,
I am not yet sure if this is a bug, may be some extra initialization code is needed.
But if there are no responses to this issue after the weekend, I will create a support issue.
