I'm currently still stuck using 2.9.11 due to another software restriction, but have found a work around with the override {OptimizeForLocalOrders" : "1"} from this video. Network Analyst: Creating High Density Routes with the VRP Solver (youtube.com)

I am using an ESRI supplied python code/toolbox. The tool is supposed to help with high density routing in the Network Analyst tool. My problem is that it does half the job, but then fails. It consolidates my stops, but then fails to create a route. I then get this error.

Hi Rachael,

We have updated the high density tool using our latest solver, LMD. You may find new python toolbox here: HighDensityLMD - Overview (arcgis.com)
