topic Curb approach value is causing Network Analyst solve to fail in ArcGIS Network Analyst Questions

I am a conducting a route analysis in network analyst to measure deadhead miles between the last stop of any given bus route and their garages. I have a point layer, my facilities, which has points representing the last stop of each route, and garage locations. The locations are manually sequenced, with the route starting at the bus stop and ending at the garage.

The garage curb approach is set to 0. The bus stops need a curb approach of 1. However network analyst cannot seem to solve when the stops are attributed as 1. It works fine when the stops are attributed as 0, but the results are incorrect.

I believe the issue has something to do with the starting stops having a curb approach value, however that is necessary for this analysis. Does anybody know why this might be happening? I am working out of the most recent version of ArcPro.

Thanks!
