This dataset has separated speeds for from-to and to-from direction.&nbsp;</P><P>However, when I tried to use speed dataset to construct network dataset with historical traffic, I have realized that there was no way to apply different speed factors for from-to and to-from direction. It's extremely important for me to applying different factors since it's for modeling city traffics.&nbsp;</P><P>I have researched all the documents but could not find any hint.
