How can I model a specific polygon barriers in Network Analyst?

I'm working with a user of Network Analyst and he needs to include two kinds of restriction in a VRP analysis. The first one is relate to truck weight and The second one is relate to a time window, but both should be include in the analysis at the same time, the image attached describe this situation.

For example, in the zone 2 (View image) The weight of the trucks is not allowed greater than 7 Ton between 6:30 a.m. - 8:30 a.m. and 5:00 p.m. and 7:30 p.m. Our user need to model these restrictions in a Vehicle Routing Problem with their fleet of vehicles.

How can I model this in a VRP Analysis?
