I deleted the VRP layer and started over. This time I first went to Analysis/Network Analysis/Network Data Source/Change network data source and set it to the local file. Then I created a new VRP and ran through the process. It looked like it ran but no routes were created. Then I noticed my Time Field Units was set to minutes when they were actually hours in my Routes table. Once I changed it to Hours it ran and produced routes.
