solve location allocation with barrier

I have a network with points and lines, and I want to find optimal locations (minimum) of facilities that can cover all the network using location allocation. I have done it successfully but without considering barriers (line outage) which I want it to include, a barrier per time to see the new locations of facilities after tripping a line each time. I found the tool (Solve location allocation) and (add locations tool) that can add a barrier a time. But the problem is with the location allocation, when I want to use it in model builder, it does not allow me to choose a cost I want (not time or length, something different created already) while it is ok outside the model builder. Any idea to add barrier (one line outage each time) and save the new locations?

In other words, location allocation problem can not be solved for a cost that is not time or distance cost using modelbuilder. It can be solved outside the model builder.

I have solved it by adding two new attributes during the process of building the network, one for time with constant value and one for length with also constant value. That is not required when you use the tool outside modelbuilder.
