Create 1 polygon around 8000 point

Dear all,
I have one layer points with about 8000 points (see pdf example attachment), I want to create 1 polygon to the outer portions of these points, these are the points where the accessibility of aid provision (fire) in certain time, for example 5 minutes.

It would be better if I do this with Network Analyst, but at the moment still too difficult for me, the accessibility from one point within five minutes (time diameter). But that's my next step.

is there any possibility to solve this ?, please help,

That is a concave hull

and it is more difficult to create than a convex hull

You could also try this

Aggregate Points (Cartography)

Define a very high value for the Aggregation Distance, so that all the points are considered in a single cluster.
