    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hello,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I have a network in which I want to account for left turns from local streets to arterial streets. I want to assign a significant delay (e.g., 30 seconds). The problem is, I want to model pedestrian travel time, so I don't want to favor travel along arterial roads. I've turned the hierarchy attribute off in my analysis layer and I'm having problems determining whether this has solved my problem.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Does anyone have any insight or proposed alternative solutions?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thanks in advance,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Kim &lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
