topic How do I get a single network dataset for routing out of more than one shapefile? in ArcGIS Network Analyst Questions

I want to use polylines from at least two different shapefiles and create a routable network where I can fine the shortest route which may cross over and back to the different polylines. I have attempted to merge two shapefiles and then create a network dataset from the merged shapefile. However when I select two points for a new route, where the first is on what would have been in one shapefile and the other on what would have been the other shapefile, I get an error message that there is no solution. It still acts like there are two sets of data. Any help would be appreciated. Thanks.
