What I want to happen is that I need to resettle poor families in a new location but with urban planning I want to resettle them according to preferences. Like we ask each family their 10 preferred families they want to live next with and so on. From there I want to create a graphic network and able to make decisions on how to resettle them properly that will also resolve conflicts between families. They will be comfortable living next to somewhat preferred families.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN style="font-size: 15px;"&gt;Is that actually possible with ArcGIS Network Analyst?&lt;/SPAN&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
