The geometric network needs to have a geometric network added to ArcMap to be active. It is not a licensed toolbar and has nothing to do with the Network Analyst extension. The Network Analyst extension works with Network Datasets primarily for transportation problems. The geometric network is for utility (electric, sewer, pipeline) type of applications and you use the Utility Network Analysis toolbar with them. Read more on them here:
http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/What_are_geometric_networks/002r00000001000000/
Jay Sandhu

Chris,

In order to be able to use the Geometric Network Editing toolbar, you have to start the editing session as outlined here: http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/Connecting_network_features/002r00000013000000/. Please keep in mind that even though geometric network features can be both created and edited in ArcInfo and ArcEditor, they are read-only in ArcView.

Check carefully that you are able to start the editing session first, because geometric networks that are, for instance, projected on the fly cannot be edited within ArcMap. Here you can find the overview of the geometric network editing: http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/Overview_of_editing_geometric_network_features/002r00000010000000/

If you have more questions, you are welcome to post them either under the http://forums.arcgis.com/forums/40-User-Communities or http://forums.arcgis.com/forums/5-ArcGIS-Desktop-General since this forum section is only for Network Analyst extension.
