Hi Christi,

I am not sure if Network Analyst would be best for solving this type of problem since I lack understanding of what exactly do you want to do. Could you please elaborate on the issue please?

Just fyi, there is another group of tools which is used extensively in sewer/water utilities management, which is called Geometric Networks. I guess it may fit your workflows, so please read a bit about them here if you've never heard of them, maybe it's what you need.

http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/What_are_geometric_networks/002r00000001000000/

To get a comparison of geometric networks and network datasets (i.e., Network Analyst), refer to this nice podcast script:
http://www.esri.com/news/podcasts/transcripts/arcgisnetworkanalyst_networksandnetworkmodels.pdf
