This is an annually billed product, it will have reduced functionality and even complete loss of functionality after it expires, here is that information in the Frequently asked questions:

What happens when my StreetMap Premium license expires?
ArcGIS StreetMap Premium is licensed on an annual-term basis. Once the license expires after a year, you will notice that significant aspects of the data will cease to work. To continue using the product, you need to renew your license by contacting your account manager or appropriate Esri USA Regional sales office or the nearest International Distributor office. Thanks much, this is very helpful. Do you know if -

The same conditions apply to SMP custom roads product?
Does SMP custom roads work without SMP or one needs to have both?
How does licensing work for mobile devices? Once licensed for Pro can I side-load the mmpk to as many devices?
