Monitoring services with minimal traffic

Hi

Many of the services we monitor have very little traffic. Many times just a few requests within one minute. Then 0 requests for the next hour. Because of this I am struggling setting adequate alert rules for metric Request Response Time. The example below produces an alert event even though samples is set to 3. The observer is configured to collect metrics every minute. How does ArcGIS Monitor handle these cases?

It sounds to me like we may want to start answering the following:

what is expected or acceptable Response Time for this service? you can estimate by looking at historical data. Let’s assume that the baseline is 7 seconds as in the case you shared.
What alert, if any, would you like to have if this response time is above that threshold? For example, warning if avg is greater than 1.5 x 7, critical 3x 7? Note, some admins do not set critical for performance.
The last is the impact of low frequency. For example, if there is only 1 response in the last 3 samples, this 1 request will be average. But I’m not sure if this is a problem.
