You can cite items you find in ArcGIS Living Atlas in exactly the same way you would cite items you find in ArcGIS Online: look at the item page for citation text to use, or a link to such information.

Every item in ArcGIS Living Atlas is an item in ArcGIS Online and therefore has its own ArcGIS Online item page. I presume you are looking at this item: https://www.arcgis.com/home/item.html?id=1e468410784c4b9a81f43af7f0f9b133

If you scroll down on the item page, you often will find citation information in the Description, or a link to citation information in the Terms of Use. The Credits (Attribution) is sometimes used by publishers to give a short, simple citation, but occasionally publishers put a long citation in there. You can also leave a comment for the item owner to ask for any particular citation information if you do not see one.

I suppose it depends on your citation requirements. In this particular example, you have a pretty clear preferred citation indicated in the Description section, so that is a solid option.

That's a good question, usually with programming libraries, the authors or package owners mention an example as how to cite their stuff maybe ESRI can also do the same.
