how do i use arcgis solutions if i don't have arcgis 10.5 or arcgis pro?

What software do you have access (including version) to and what specific solution are you interested in? Each solution has its own requirements.

Have you looked thru the website ArcGIS Solutions

there are many types of "solutions" but many, if not all of these use an enterprise ArcGIS Online account (that is, I don't think a personal or free account will work). You can find out more about online, and see pricing ArcGIS Online

It you haven't played with online at all yet, I would suggest getting a free account and giving it a try. Then, as Xander asked, maybe you can provide more details on what you are trying to do.

I am using ArcGIS 10.4.1, server and desktop. Specifically I'm looking at using the Map Change Request solution.

When i go to the solutions page, i'm only able to access solutions intended for 10.5 with Pro.

Are their archived solutions for older versions? and how do i configure it to use my own data/map services?
