      <title>Strange Behavior 2 - Manage Widget Positions is not working as it should</title>

      <description>&lt;P&gt;This is new strange behavior starting today that i noticed it. We try to make our apps have the same look and feel so we need the Zoom controls on the top left above the Home button as one example. They are moved around and positioned as so in the "Mange widget positions" portion of Theme &amp;amp; Layout.
