Nearby Instant Apps Filter Bug

I'm currently working on ArcGIS Online with the Nearby Instant Apps. I'm attempting to create a filter like:

"Support" contains "Housing"

for a map with a table that looks like this:

Support

Housing Support

....
....

Education Support

....

...

But it doesn't seem to be working even if the table clearly has rows that contain the word "Housing". Is this a bug or am I forgetting something important?

Is your map/app public? If so can you share the link and i'll take a look? If you open your map in the new Map Viewer in ArcGIS Online does the filter expression you are trying to use work there?
