multiselect filter in new patched update

Hi,

I've been playing around in the new patch of 2021.1 and noticed something with the multi select filter. I don't recall trying this in a previous version, but I have a map with multiple layers on it with different extents. If I set the filter to not show the layer if none are selected, and I unselect all in the filter, I get an error in the map, but if I use the default of show all if not selected it is fine. Is this new, or did this happen in previous versions, and is this supposed to happen?

I believe we had a patch for this https://support.esri.com/en/download/7898
