You should be able to use any boundary files that you upload to Portal for ArcGIS within Insights. Any custom geography can be published using the Publish Boundary Layers tool, and should be able to work within Insights. Some documentation on publishing boundary layers are <A href="http://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-boundary-layers.htm">here</A>, specifically the information on using the publishboundarylayers.bat command line tool will be most helpful.
