We are trying to publish an image service that has OVERVIEWS, and a Max Image Height: 150000 and Max Image Width: 15000. When we try to publish the service with updated setting in the mosaic dataset, the we only get Max Image Height: 4100 and Max Image Width: 15000.

We are able to publish a service without OVERVIEWS with a Max Image Height: 15000 and Max Image Width: 15000.

Any help would be appreciated!

I had the same issue

This worked for me

Right Click the mosaic dataset -> Properties -> Defaults,

In the Image Properties section set the Value to 15000 (it was 4100- by default)

Once you change this Publish / overwrite the service.
