This is possible with MapServices like <A href="http://example.com/arcgis/rest/server/ServiceName/MapServer/tile/{z}/{y}/{x}">http://example.com/arcgis/rest/server/ServiceName/MapServer/tile/{z}/{y}/{x}</A>.
