    <description>&lt;P&gt;I am currently working on an ArcGIS Hub site.&lt;/P&gt;&lt;P&gt;I have datasets that I would like to enable download for anonymous users. The layer is a hosted feature layer and it has the following option ticked on:&lt;BR /&gt;Export Data&lt;/P&gt;&lt;P&gt;Allow others to export to different formats.&lt;/P&gt;&lt;P&gt;However in the content library I don't have the Download option tab. I would like to enable Hosted downloads.
