I am the administrator for my organization's ArcGIS Online. I also have an advanced user type. I have assigned myself a license for Essential Apps which through our Developer Subscription should give me access to ArcGIS Hub Basic. But when I use the App Switcher in ArcGIS Online Hub is not an option.
