How to Create Drop Down Buttons in Hub?

I'm attempting to create a Drop Down Button for my Hub Site, but cannot figure it out. I would like it to work like the "More" button at the top of Racine County's Hub Site: Racine County State of the County (arcgis.com)

Thank you Sarah! This video was very helpful. I had previously tried one or two bootstrap dropdowns that did not function correctly, but through this video I found some with functionality. Thanks Again!
